Details of the Proposal

The proposed legislation would provide a $3,000 direct payment to every individual living in a household with an annual income of $150,000 or less. To fund these payments, the bill introduces a 5% annual wealth tax on U.S. billionaires. This tax would target the approximately 938 individuals in the country who have a combined net worth of more than $8 trillion. The proposal has also earned an endorsement from National Nurses United, the largest nurses union in the United States. In a statement, the union praised the bill, saying it “begins to right the wrongs of our corrupt tax code, which has allowed the rich and corporations to hoard exorbitant amounts of wealth.”

Analysis and Outlook

Despite the potential benefits for consumers, financial experts caution that the proposal is unlikely to pass in the current political climate. He suggests the bill may function more as a "messaging bill or negotiating marker than actual law."

According to Ryan, if the payments were ever issued, they would most help "families under $150K with multiple people in the household" as well as "asset poor but income stable" households. He adds that one-time payments directed at lower-income households tend to have a "higher velocity," meaning the money is spent almost immediately, which can help stimulate the economy.

Neither the House nor the Senate version of the bill has advanced out of committee for a full vote.
